Carla SivekCarla Sivek
Interim Network Director - VISN 4

Carla Sivek has been the interim Network Director for VISN 4 since December 14, 2014 and the Deputy Network Director (DND) since July 2009. During that period, Ms. Sivek served as interim Medical Center Director of the Erie VAMC in northwestern Pennsylvania from June through September of 2014 and as interim director of the James E. Van Zandt VA Medical Center in Altoona, PA in the autumn of 2011.

As DND she oversees the operational aspects of the health care system, including finance, capital assets, logistics, human resources, strategic planning, and emergency management. VISN 4 is comprised of ten medical centers and 45 community based outpatient clinics serving an estimated 1.2 million veterans throughout Pennsylvania, Delaware, and portions of West Virginia, New Jersey, Ohio and New York.

She previously worked in variety of roles at the VA Pittsburgh Healthcare System including business manager for the patient care service line, facility planner, and assistant to the director.

Dr. Burke currently oversees all clinical programs in the inpatient and outpatient settings along with research and education activities in VISN 4.

James Baker directs all financial management activities within VISN 4 to ensure compliance with departmental and Veterans Health Administration financial policies.

Moira Hughes oversees operations for VISN 4's quality management programs, which include performance measurement, internal and external accreditation, utilization management and Veteran satisfaction.

Dave Cowgill directs all media, communications and outreach initiatives as well as all stakeholder and congressional relations for VISN 4.

Kim ButlerKimberly Butler, MPH
Executive Assistant
Appointed September 2012

Kim Butler plans and facilitates projects, reports and initiatives for the network office as well as provides oversight and advice for administrative and logistical activities in VISN 4.
