Gary W. Devansky
Interim Network Director – VISN 4

Gary W. Devansky brings an extensive range of experience to the position and will be a valuable asset to the VISN 4 leadership team during the announcement and recruitment for a permanent network director.
For the past 22 years, Devansky has served as a respected leader within VISN 4, primarily as the director of the Coatesville VA Medical Center. He has also served as acting director for the Philadelphia VA as well as the Wilmington VA in Delaware.
During his 35-year career with VA, Devansky has been a tireless advocate for Veterans and employees, including mentoring multiple future VA executives. He has served at VA facilities across the Midwestern and Northeastern United States.
Devansky has served VA nationally as a member of the Under Secretary for Health’s Field Advisory Board and Information Resource Advisory Council as well as the chief negotiator for the renegotiation of the Master Agreement between VA and the National Association of Government Employees in 2002-2003.
He earned a bachelor's degree in government and politics from King's College and a master's degree in hospital administration from The George Washington University. Devansky is a member of the American College of Healthcare Executives. In 2002, Devansky received a national equal employment opportunity award for managers and executives from the Secretary of Veterans Affairs. In 2004, he received the Presidential Rank Award for Meritorious Senior Executives.

Sivek oversees operational aspects of VISN 4, including finance, logistics and capital assets.
Dr. David S. Macpherson, MPH
Chief Medical Officer
Appointed June 2007
Macpherson oversees all clinical programs in the inpatient and outpatient settings along with research and education activities in VISN 4.
James F. Baker
Chief Financial Officer
Appointed December 2009
Baker directs all financial management activities within VISN 4 to ensure compliance with departmental and Veterans Health Administration financial policies.
Barbara Forsha, MSN, RN, ET
Quality Management Officer
Appointed February 2008
Forsha oversees operations for VISN 4’s quality management programs, which include performance measurement, internal and external accreditation, utilization management and Veteran satisfaction.
David E. Cowgill
Appointed January 7, 2007
Cowgill directs all media, communications and outreach initiatives as well as all stakeholder and congressional relations for VISN 4.
Kimberly Butler, MPH
Appointed September 2012
Butler plans and facilitates projects, reports and initiatives for the network office as well as provides oversight and advice for administrative and logistical activities in VISN 4.
