Mrs. Caplan previously served as the Associate Director at the Philadelphia VA Medical Center for 16 years starting in June 1995. She earned a liberal arts degree in 1981 from Virginia Polytechnical Institute, Blacksburg, Va. and a master’s degree from Catholic University, Washington, D.C.
